I know the arm that holds the mirror to the header is chrome plated , but what about the rest of the bracket ?

In the sketches it says the part that actually holds the mirror is painted black . Should it be black or chrome plated ?

All the parts of the mirror bracket are chrome plated except the internal plate, it can be painted or chrome plated as it cannot be seen with the mirror installed. The screws are also chrome plated but stainless screws can be buffed and you cannot tell the differences from the chrome plated screws.
